Through this program, prospective immigrants with the skills and experience targeted by the province may receive a British Columbia Provincial Nomination Certificate, which will allow that foreign national to apply for Canadian permanent residence with processing times that are faster than other Canadian immigration classes.

Skills Immigration BC PNP Skills Immigration is divided into the following categories:. Skilled Worker Category — This category is for individuals who have received an eligible job offer in a skilled occupation. Workers are expected to have several years of experience in their skilled occupation.
Health Care Professional Category — Under this category individuals with experience and eligible job offers, as physicians, nurses, psychiatric nurses or allied health professionals may apply. International Graduate Category — This category is for individuals who have graduated from an eligible Canadian university or college in the last three years.
A job offer must be obtained from a BC employer to be eligible under this sub-category. No job offer is required to apply under this sub-category. Entry Level and Semi-Skilled Worker Category — Workers in certain entry-level or semi-skilled positions in tourism/hospitality, food processing, or long-haul trucking, or those in entry-level or semi-skilled positions living and working in the Northeast Development Region of British Columbia, may be eligible for immigration through this program. PNP - BC Provincial Nominee Program BC PNP Skilled Worker British Columbia Skilled Worker PNP has basically two main categories: Skilled Worker/Strategic Occupations and International Students. The benefit for the prospective immigrant of participating under BC PNP is twofold. The first benefit is there are certain persons who will qualify for immigration under BC PNP that would not qualify under the. The second benefit is the processing time is much faster under the BC PNP program (6 to 9 months) than the (18 to 30 months). BC PNP portion processing time is 2-3 weeks.
Federal portion is 6-8 months. The emphasis under BC PNP is to have employers nominate qualified non-Canadians that do certain types of work that will be given priority. For example, some of the areas of interest are high technology, biotechnology, aerospace, university and college educators and professors, skilled tradesmen, nurses and other health care professionals.
A job offer from a local BC employer is required. Another special situation is for employers outside of the Greater Vancouver and the Greater Victoria areas. An additional special situation is in new and developing area of industry.
BC PNP will be more flexible in the types of occupations that qualify in these special situations. The BC PNP International Students program will allow students who have graduated from a BC university in a science, applied science or business program to obtain Canadian Landed Immigrant status if they obtain a job offer from a local BC employer. Work Visas Under BC PNP Skilled Worker After the applicant has obtained BC PNP approval and been nominated, a letter is issued to the relevant Citizenship and Immigration Canada post confirming the applicant has been nominated. This letter also contains wording that it is requested the applicant’s “application for a work permit (to be submitted by the applicant) be processed without the need for HRSDC confirmation.” This letter is also sent to the applicant. Applicant can attach the BC PNP letter to his work visa application when he files. BC PNP Business There have been major changes in the Business Immigrants categories.
The categories in the Business Immigrants category are Business Skills, Regional Business and Strategic Projects. In general the requirements under the categories have been made less onerous. There are reduced amounts being required for net worth and investment. The employment requirements to create new employment for Canadians have been reduced. The percentage required to be owned of the business has been reduced.
The most interesting development is the creation of a “Fast Track” option under which the applicant pays a $125,000 performance bond that will allow the applicant to have the application immediately “fast tracked” to obtain Canadian permanent resident status. Applicants in the Business Immigrants categories should note that the Fast Track option of paying the $125,000 performance bond is NOT available to key staff included in their application. The forms for the Business Immigrant categories are now more detailed. It is hoped this will lead to reduced processing time of applications as more detailed information will be required to be initially included. Business Skills An application under Business Skills allows the applicant to set up the business anywhere in BC, including Vancouver.

What is the PNP? The PNP is an immigration program intended for employers who wish to hire and retain skilled employees for permanent employment.
This will eventually lead to permanent resident status for the employee. The PNP is an economic immigration program based on provincial priorities and selection criteria. The program does not approve applications if employment is temporary in nature. PNP program criteria does not require individuals to be in Canada at the time of application. Applications are accepted when the sponsoring employer (including Public Health Authorities) is willing to support an application for nomination while the foreign worker is outside of Canada. For professions requiring certification, licensing or registration, the PNP requires evidence that licensing requirements have been met.
Previously the Temporary Foreign Worker’s Program (TWFP) was the most expedient avenue available to physicians wanting to immigrate to Canada. Physicians, upon receiving an offer of employment, applied for temporary work permit through the TWFP. But changes to immigration policy and the TWFP itself made the process time consuming and costly, undermining the ability to fast-track physicians in order to address physician shortages in BC. How does the program work?
1. The applicant accepts an offer of indeterminate full-time employment (if you are currently working in BC on a temporary work permit, your employer will need to offer you an indeterminate position without an end date). 2. Contact HMBC to help you complete and submit your PNP application. HMBC will:. send you a template with tips and links to all the forms. work with you to ensure your application is completed up to PNP standards. notify you if more information is required to process your application 3. Upon application approval, the PNP nominates you for permanent residency and provides a work permit support letter. 4. The applicant uses the nomination letter to apply to Citizen and Immigration Canada (CIC) for both a Temporary Work Permit and concurrently for Permanent Residency.
